BACKGROUND OF THE PARTNERSHIP
Basotho Enterprises Development Corporation (BEDCO), established under Act No. 9 of 1980 (as amended), is a government agency responsible for supporting and promoting Micro, Small, and Medium Enterprises (MSMEs) in Lesotho. BEDCO intends to explore development opportunities on three identified properties located in Semonkong plot number 25474-299, Hlotse plot number 25124-032 and Maseru BEDCO Trade Centre plot number 13283-332. These sites are three of BEDCO’s large sites and most strategically located assets. They are potential for development in support of various SMME operations. The estates are underdeveloped and one has old infrastructure, necessitating a complete transformation into a dynamic and sustainable mixed-use precinct.
The proposed redevelopment is expected to catalyze economic activity and job creation through the provision of modern infrastructure that supports business incubation, retail, light industrial, entertainment, and institutional functions.
Driven by the objective of promoting economic activity, enterprise development, job creation and sustainable revenue generation and pursuit of financial sustainability, BEDCO consistently invites Expressions of Interest (EOI) from qualified and experienced development partners to enter into a Development Partnership arrangement to undertake a feasibility study, design, build, finance, operate and maintain the proposed developments.
OBJECTIVES OF THE ENGAGEMENT
The main objectives of this engagement are to:
Identify viable and bankable development concepts for the properties in Semonkong, Leribe and Maseru;
Attract a suitably qualified private-sector partner capable of delivering the projects;
Leverage private-sector financing, expertise and innovation to accelerate development;
Ensure financial, socially and environmentally sustainable developments aligned with BEDCO’s mandate;
Establish a long-term partnership that optimizes asset value and socio-economic impact.
