1. POSITION:     CHIEF ACCOUNTANT

RESPONSIBILITY:     Responsible for the Accounts Staff and reports to the Director of Finance

QUALIFICATIONS:     General Accountant or B Com Accounting degree with 5 years minimum in a management position.

DUTIES:                    

  • Supervision of departmental staff,

  • Preparation of monthly management accounts

  • Preparation of annual financial accounts

  • Design and implementation of internal financial control systems,

  • Authorization of payments,

  • Responsible for fixed assets systems, and General ledger.

GENERAL:     Dedicated and hard working, Strategic thinking, Assertive, punctual and prompt.

2. POSITION:     HUMAN RESOURCE OFFICER

RESPONSIBILITY: Answerable to Administration and Human Resource Manager and responsible for personnel office.

QUALIFICATIONS: A Degree in Human Resource Management or related field. At least two years experience in this field.

DUTIES:                   

  • Research and consolidate staff benefits package,

  • Review staff salaries,

  • Originate employment adverts and develop terms of references,

  • Interpret all policies relating to BEDCO regulations and collect all relevant information of the latest Human Resources practices,

  • Screen applications for employment,

  • Assess Human Resource needs of the Corporation, and administer employee remuneration and benefit scheme in conjunction with Pension Board of trustees.

3. POSITION:  DIRECTOR ENTERPRISES DEVELOPMENT AND PROMOTION                 DEPARTMENT

REPORTING:   The Director will report directly to the Chief Executive Officer.

PURPOSE OF THE JOB: 

To organize and establish structures, and systems that will provide the most effective and dynamic support and catalysis in the development of indigenous Basotho owned enterprises. 

JOB DESCRIPTION:                     

The performance of this job includes among others the establishment of strategic partnerships and collaborations with the private sector and other stakeholders.  The provision of business and economic information, SME advocacy, design and implementation of business support and promotion services.

JOB SPECIFICATIONS:

                 -   A post graduate degree in Economics, Business and/ or relevant equivalent.

#             At least 5 years of experience at Management or directorship level in  an SME/Business      Development Environment.

 KEY PERFORMANCE AREAS:  

  • Plan and implement the development and growth strategies of the indigenous Basotho Enterprises.

  • Plan and Manage industry research and development

  • Create effective mechanisms for the gathering, storing and dissemination of industry and business information.

  • Lead by establishing and maintaining high level of staff morale, professionalism and expertise

  • Establish and manage business and institutional networks  locally  and internationally

4. POSITION:          ESTATE CLERK ( Qachas Nek & Botha-Bothe Estates)

RESPONSIBILITY:       The holder of this position reports directly to the District Development Executive (DDE)

QUALIFICATIONS:       Certificate in Accounting, Business Studies or Equivalent with 2 years working experience in a clerical position handling monies.          

DUTIES:  

  • Collect all monies paid to BEDCO in the estate and issue the required receipts thereof,

  • keep petty cash and write all vouchers related to it,

  • Daily banking,

  • Keep estate records and filling,

  • Balance off the receipt journal on monthly basis,

  • Ensure that tenants pay their accounts accordingly

  • Valid Drivers License is desirable.

5. POSITION:           ESTATE OFFICER (Mohale's Hoek)

RESPONSIBILITY:    Directly reports to Director of Operations. He/She will supervise

the staff and render services to the tenants. 

QUALIFICATIONS: Diploma in Accounting/Management, Business Studies or equivalent.

DUTIES:                   

  • Ensures maximum rental collection from units available,

  • Ensures that Sub Lease Agreements are up to date,

  • Should canvas for the full occupancy of the units,

  • Supervises Security Guards and Cleaners of the Centre,

  • Ensures that records are maintained, i.e Cash Journal, Stock Journal, Stock Cards, Debtors Ledger Cards, inventories of all items allocated to the centre,

  • Advise entrepreneurs about the extension services rendered by BEDCO.

  • Prepares monthly reports on the activities of the centre.

6. SECURITY OFFICERS (2) (Maseru and Mohale's Hoek)

DUTIES

  • Responsible for security of BEDCO’s and tenants’ life and properties at all times, with BEDCO’s premises.

  • Patrol the Estate at regular intervals and report any absurdities.

  • Check that doors and windows are locked at the time that they have to be.

  • Cooperate with fellow Security Officers for concerted action in case of trouble.

  • Check incoming, outgoing vehicles and pedestrians between 6.00p.m and 6 a.m

  • Report daily activities/occurrences in the record book.

  • Look after the guard dogs property. Ensure cleanliness of Kennels, good food and medical care.

  • Clean the surroundings of the refuse caused by guard dogs.

  • Report for duty timeously and leaves duty at stipulated times.

  • Exercise restraint and respect in dealing with tenants and other people on matters of security.

  • Perform duties as assigned from time to time.

  • Shall always be in neat, tidy and presentable uniform while on duty.

QUALIFICATIONS:

Mental and physical fitness.

Ability to speak and write Sesotho and English.

Junior Certificate (J.C) or equivalent qualification.

Clearance from the Police and Chief.

Certified certificates in Security.

Training will be added advantage.

A person of sober habits who is between 21 and 40 years of age.

REPORTING

Responsible to Estate Manager in Maseru and to District Development Executive in the Districts. A Security Officer is responsible to those officers through the Security Supervisor in his area of Operation.
